On Wednesday afternoon during committee work in Senate Finance and Tax, the decision to recommend a Do Pass on HB 1370 got a 5 to 1 vote. That bill gives a sales tax exemption to those who would purchase grain bins for the next two years. The purpose of bringing the bill is to provide an incentive for on-farm storage given the demand for year-round soybeans serving the new crush plants. While it has already passed the House, the potential passage upcoming in the Senate would result in a conference committee as the Senate did amend the bill by adding a specific list of what is exempt. This was a result of several questions as to what exactly was included from the committee.
Today, there was testimony about the NDSU Research and Extension budget in the Government Operations division of Senate Appropriations. That took all morning. If you would like to see what happened, that bill is HB 1020. We would like to see that budget get out of the Senate intact so please suggest it to your legislators. Budgets at this time of the sessions often come under more pressure as leadership tries to make sure they balance out.
